Background of Firm
LIEBG was formed in 1988 by Charles J. Vaccaro, Esq. and Ralph C. Prisco, Esq., attorneys specializing in Tax and Pension Administration. During the last 10 years their primary focus has included the vast arena of employee benefits. Their commitment and accumulated knowledge during this time period has resulted in a premier benefits firm that prides itself on professionalism and a high level of service to its clients.
Our Team
Ralph C. Prisco, Chief Executive Officer (1955 - 2009)
- attended Pace University and St. John's University School
of Law. Mr. Prisco began in employee benefits as a research
assistant on "Pension Disputes and Settlements" (Panel Publishers,
1978). He authored "ERISA and the Arbitration of Employee
Benefit Plans," Balance, 1978; and co-authored with Mr. Vaccaro
"Calendar Year Personal Service Corporations under the Tax
Reform Act," The Pension Actuary, September, 1986. He became
an Associate with Hayt, Hayt and Landau in 1981, and a Partner
in 1986. Mr. Prisco was an adjunct instructor at Adelphi University
teaching "Employee Benefits." He has spoken on the subjects
of fiduciary responsibility and the prudent man rule, assignment
and alienation of benefits and claims procedures, disputes
with participants and beneficiaries arising from inadequate
reporting and disclosure, valuing and dividing pension plans
of closely held businesses, discovery, depositions and interrogatories
for retirement benefits in an equitable distribution case
and IRS actuarial audits and changes in pension provisions
under the various tax acts from 1981 through 1997. He was
a member of the Employee Benefits Committees of the American
Bar Association, New York State Bar Association, and a member
and past president of the Pension Council of Long Island,
Inc.
Charles J. Vaccaro, President - attended Clarkson University
and Syracuse University School of Law. He began his career
with Price Waterhouse & Co. in 1968 and became a certified
public accountant in 1970. He received his degree of Master
of Laws in taxation from New York University in 1971. He became
associated with Hayt, Hayt & Landau, a Great Neck, New York,
law firm, in 1973. In 1978, Mr. Vaccaro became a Partner in
Hayt, Hayt & Landau, which at that time began its transformation
into a national law firm. At the time of the reorganization
of Hayt, Hayt & Landau in 1988, the firm had locations in
ten states and Washington, D.C. Mr. Vaccaro is an active member
of various tax and employee benefit committees and he is past
president of the Pension Council of Long Island Inc. His faculty
appointments have included: New York State Bar Association
Continuing Legal Education Program; New York State Society
of Certified Public Accountants - Foundation for Accounting
Education, Inc; Adelphi University - Adjunct Assistant Professor.
Jeffrey D. O'Connor, QPA, Director of Operations -
earned his B.S. degree in Business Management from the New
York Institute of Technology in 1980 and the ASPPA designation
of Qualified Pension Administrator in 1989. In 1980 he joined
the Actuarial Benefits division of Coopers & Lybrand.
Four years later he moved to Pappas Financial Services to
start up their consulting and administrative services for
qualified plans. In1989 he joined Pension Parameters, Inc.
as a Senior Consultant and was promoted to Branch Manager
of their Long Island office in 1997. Throughout his career
he has been responsible for plan design, actuarial valuations
FASB compliance, ESOPs and has represented clients for IRS,
PBGC and DOL audits. He joined LIEBG in May 2002 as Director
of Operations. He is primarily responsible for coordination
of all operations including producer support, plan design,
administration and computer systems. He is a current member
of ASPPA and formerly sat on the Committee for Financial Support
to the Matrimonial Bar.
William J. Clemans, Enrolled Actuary earned
his B.S. degree in Mathematics from Dowling College in 1998
then immediately began his career at Schloss & Company
as a Pension Assistant and was promoted to Senior Administrator.
He is an Enrolled Actuary licensed by a Joint Board of the
U.S. Department of Treasury, Department of Labor and the American
Society of Pension Professionals & Actuaries. Throughout
his career he has been responsible for plan design, actuarial
and annual valuations for all types of qualified retirement
plans, annual plan filings and all other day-to-day consulting.
He joined LIEBG as Enrolled Actuary in January 2008 and is
responsible for a variety of compliance issues and actuarial
valuations and certifications.
Lois Quartararo, Vice President of Insurance Services
- joined the LIEBG family in December of 2007 and brought
with her 25 years of experience in the insurance industry.
Having gotten her initial experience with the Phoenix Mutual
Insurance Company in employee benefit planning she has gone
on to manage brokerage departments for several general agencies
in the New York area. Her responsibilities at LIEBG include
large group plan design, implementation, orientation and education.
Ms. Quartararo also provides hands on support to our clients'
HR departments and is responsible for training and supervising
of LIEBG personnel as advocates and liaison between benefit
carriers and our clients' employees.
Bob Javors, Vice President - graduated from Brooklyn
College in 1969 and later completed the Pension Paralegal
program at Adelphi University. He has a B.A. in Marketing
from F.I.T. and he began in the late 1970's with Hallman &
Lorber Associates, Inc. as a plan administrator. Five years
later he moved to P.F.R. Planning, Inc., where he became manager
of the pension department. In 1986, he joined Shore & Reich,
Ltd., where he was a senior consultant. He remained in that
position through Schloss & Company's acquisition of Shore
& Reich. In May, 1996, he joined LIEBG as a Vice President.
His major duties are client consulting and education in addition
to supervising the administration of his clients' cases.
Carol L. Faram, Pension Analyst - graduated from S.U.N.Y.
with a degree in the Science of Data Processing and later
completed the Paralegal program at Adelphi University. She
began in 1979 with Beck/Arnley Corp. as an M.I.S. Assistant,
and in 1987 moved to a major financial consulting firm and
spent the next eight years performing all aspects of 401(k),
Profit Sharing and Money Purchase administration. In 1995
she moved to LIEBG as a Pension Analyst.
Susan Curtach, Pension Analyst - earned her degree
in Applied Mathematics and Statistics from S.U.N.Y. at Stony
Brook in 1987. In July, 1988 she joined the Long Island office
of Pension Parameters, Inc. as a Pension Assistant and was
ultimately promoted to Senior Pension Administrator and Assistant
Manager. She remained with Pension Parameters, Inc. through
the closing of the branch office in 2002 and joined LIEBG
in 2002 as a Pension Analyst. Throughout her career, she has
been responsible for plan design, actuarial valuations for
all types of qualified retirement plans, FASB compliance valuations,
representing clients in connection with both IRS, PBGC, and
DOL audits and IRS and PBGC plan terminations. In addition,
she is well-versed in all areas of pension administration,
including 401(k) daily recordkeeping and traditional valuations
for small to large sized plans. Sue has also passed several
of the ASPPA pension administration exams.
Jennifer Kienle, Pension Analyst - graduated from
Hofstra University in 1999, earning a Bachelor of Science
degree in Mathematics. She began her career in 1999 with Associated
Pension Consultants, Inc. as a Junior Pension Analyst and
was promoted several times in her years with the firm. While
at APC, she was involved in the processing of distributions
and loans and performed non-discrimination testing, annual
and quarterly valuations, annual plan filings, and other day-to-day
consulting and administration on defined contribution plans,
including plan designs. Jennifer also prepared documents and
performed administration for cafeteria plans. She was also
responsible for collecting and preparing data for IRS and
DOL audits. In 2005, she joined LIEBG as a Pension Analyst.
Kerry C. Quiery, Conversion Specialist - earned his
B.S. degree in Economics from SUNY at Stony Brook in 1990
and his MBA in Banking and Finance from Dowling College in
1997. He began his career at Bank of New York in 1991, working
in the Retail Banking area. While at Bank of New York, Kerry
was responsible for all branch operations and product sales.
In 1998, he joined CBIZ Retirement Services, Inc. as a Senior
Pension Consultant, where he supervised the plan administration
and client relations for their Tier I clients and assisted
in the establishment of their call center. He has also successfully
completed two ASPPA pension administration courses and exams.
Kerry joined LIEBG in 2003 and is responsible for our plan
conversion operations.
Jennifer Ogur, Conversion Specialist - graduated from
St. John's University in 2006 with a Bachelor of Science in
Mathematics. Prior to joining LIEBG in 2009, she served as
a Pension Administrator at Retirement System Group, Inc.,
where she held overall responsibility for the administration
of defined benefit plans, including pension calculations,
distribution processing, and compliance testing. At LIEBG,
her responsibilities include coordinating plan takeovers and
RFP responses, performing annual valuations and plan filings,
as well as daily administration of defined contribution plans.
She is currently working toward the ASPPA Qualified 401(k)
Administrator (QKA) designation.
